The Orange Workforce Alliance (OWA) is a Workforce Innovation and Opportunity Act (WIOA) Regional Planning Unit formed through a partnership among the Orange County Workforce Development Board, the Anaheim Workforce Development Board, and the Santa Ana Workforce Development Board. OWA's mission is to represent the Workforce Development Boards’ interests by supporting the alignment of workforce, education, and industry resources to meet the needs of employers and job seekers throughout the region.
