Regional plans and partnerships required under the Workforce Innovation and Opportunity Act (WIOA) serve as California’s primary mechanism for aligning education and training providers with regional industry sector needs across the state’s fifteen Regional Planning Units (RPUs). State law requires coordination among K-12, community colleges, and WIOA programs and establishes sector strategies as the framework for workforce alignment. These requirements are met through the State Plan by using WIOA-mandated regional plans and partnerships to connect education and training programs with industry demand. As a result, the central purpose of regional plans is to develop “regional sector pathway” programs, including identifying, supporting, and coordinating career pathway programs that respond to the workforce needs of each region.
